Code of Conduct for Mararra Hockey Centre

MARARRA HOCKEY CENTRE CODE ON CONDUCT

RULES AND CONDITIONS FOR THE USE OF THE MARRARA HOCKEY CENTRE

INTRODUCTION

It is essential that all people who use the Marrara Hockey Centre, do so sensibly to ensure that operating expenses are kept within reasonable limits, maintenance work is kept to a minimum and the playing life of the turf is extended for as long as possible.

This information sheet provided hirers with a set of basic regulations, which must be observed whenever the centre is in use.

CHANGE ROOMS

No responsibility is taken by the management of the Centre for loss of valuables left in the change rooms or other areas of the complex.

DHA clubs are requested to ensure that all rubbish is placed in the bins provided and the change rooms are left in a neat and tidy condition for the next user.

Change rooms that are left with rubbish and damage to them after a team has used them, will be issued with a letter of demand for payment for the cleaning and or the cost of repairs to the damaged area.

TURF HIRE AND ACCESS

Players, coaches and managers are allowed use of the team benches but spectators are not permitted at any time.

 Incoming players shall not enter the playing area until the previous users hire/game has finished.

 The team must ensure that all equipment has been collected and the area left in a neat and tidy condition for the next hirer/game.

 All teams must leave the turf as soon as the siren is sounded

 Payment of turf hire fees must be made within 7 days of receiving the invoice from NTHA.

 Failure to pay

  • 14 days from invoice will result in cancellation of booking.

FOOTWEAR

Players are not permitted to wear footwear with leather or metal sprigs, screw-in plastic sprigs or molded rubber/plastic sprigs of less than fifteen per boot.

Goalkeepers may wear boots with molded rubber/plastic sprigs provided the latter are trimmed down to protrude no more than 10mm from the sole and are to be ground to a smooth dome at the end such that there are no sharp edges. No other type of sprig is permitted.

Duty Managers and DHA have the right to remove patrons from the ground if soles of shoes are deemed unsuitable for use.  NTHA has right to determine which shoes are suitable or unsuitable on a shoe by shoe basis.

 GOAL KEEPERS

Goalkeepers are of special concern because of the equipment they wear and the manner in which they often slide on the field. All sharp objects such as buckles and toecaps must be taped properly so that they cannot become exposed during a match or training session. The practice of goalkeepers marking specific points in the circle as seen on grass fields is not permitted.

PLAY IN CIRCLES

Short corner practice ONLY is permitted in the two field circles.

Alternate circles are marked for training sessions, which are to be used for skill based drills. No skill based drills shall be targeted in the main circles. Goals must be placed back in the line markings at the end of session if the have been moved during allocated time. If teams are seen training in the main circles, a warning will be given to the club. If 3 warnings are issued to the club it will result in a 2 weeks suspension from club training, for the offending club. This will be policed by duty mangers.

STADIUM SUPERVISION

The responsibility for the supervision of the Centre, in accordance with the guidelines outlined above, rests with the Operations Manager, Duty Manager, or an employee of NTHA for training sessions and matches.

It is essential that all people entering the Centre behave in accordance with the rules and obey the instructions of the staff member on duty without question. They must also abide the Code of Conduct as set out on the attached.

 Abuse of any centre staff member will not be tolerated. The offender will be asked to leave the stadium and a punishment ranging from a ban to a complaint to police will be enforced.

TRAINING SESSIONS

Only those who have confirmed bookings are to use the Centre. The staff member on duty will ensure that training sessions commence and end at the allotted time, please note they will not be responsible for getting the teams on or off the field. All teams must leave the turf as soon as the siren is sounded.

GROUND CONTROL

Those hiring the field for competition matches will be responsible for normal ground control, time keepers, umpires and so on. Bench areas, change rooms, toilets and other areas are to be left in a clean and tidy condition. The late start and finish of matches are to be reported to the Operations Manager and a record of the reasons for the delay are to be kept. Hirers may be charged time over initial booking time (this will be at the discretion of the Operations Manager).

PROHIBITED ITEMS AND BEHAVIOUR

Spitting on the turf is not permitted. Apart from being very unsightly, it is also a health hazard and may result in more frequent cleaning of the turf, which can reduce its lifespan.

 The following items are prohibited on the bench area and turf:

(1)      Cigarettes and pipes                          (5)     Glass of any kind

(2)     Food/Drinks (water/ powerade accepted)      (6)     Chewing Gum

(3)     Personal Jewellery (Watches)             (7)     Crepe Paper/Streamers

(4)     High Heel or Stiletto type shoes        (8)     Any sharp objects

In the case of a player not complying with these rules, the DHA will be fined $50 in the first instance. The penalty will increase by $50 for each additional offence. 

 The Marrara Hockey Centre holds a full liquor licence.  To abide by the regulations set out by the NT Liquor Commission no alcohol is to be brought into, or taken out of  the stadium.  All alcohol is to be bought and consumed in the Marrara Hockey Centre.

SMOKING

 Smoking is restricted to the grass areas around both fields. Smoking is prohibited in the stadium and disabled access ramp, courtyard area & road ways within MHC.

REGULATIONS FOR HANDLING BLOOD

A number of blood-borne infectious diseases can be transmitted during body contact and collision sports. The more serious include Hepatitis and HIV (AIDS) infections. These diseases may be spread by contact between broken skin and mucous membranes.

Umpires must ensure that all open cuts and abrasions are treated immediately. If a player is bleeding he/she should immediately leave the field to receive treatment.

The player may only return to the field once bleeding has been controlled, the wound covered and any contaminated clothing changed. If the bleeding player does not leave the field voluntarily or when asked, the umpire may suspend the player for misconduct.

It is recommended that the following action be taken where blood is on the playing field:

  1. The umpire must stop the game and inform the duty manager.
  2. The duty manager will clean the contaminated area with household detergent and then hose it down with plenty of cold water.
  3. Play may resume only when this has been done.
  4. It is the responsibility of the player, team manager or official to clean any blood contaminating the bench area of the change rooms.
  5. Any items that contain blood must be put in a sealed plastic bag and discarded in rubbish bin.

CODE OF CONDUCT

CODE FOR PLAYERS AND OFFICIALS

Do not use the change rooms if they are already being used by an authorised hirer. Do not use the field unless you have permission.

Do not rush into the players/coaches bench area at the conclusion of a game. Give the vacating teams time to collect their gear and leave.

Do not leave your gear in the corridors or at the entrances to the playing area.

Only those participating in a game or its control are permitted in the official bench area. Spectators are NOT permitted.

Clean up before you leave the bench area.

Unless participating, children are NOT permitted in the bench area.

Do not interfere with, remove or otherwise alter any Marrara Hockey Centre equipment without prior approval of the duty manager.

Do not hit balls against the concrete walls in front of the player benches or in change rooms.

If you see anything that requires repair or attention report it to the duty manager.

Abusive language shall not be directed at staff, players, spectators or umpires.  Patrons found guilty of this will be asked to leave the centre.

Any player that causes damage to the hockey centre will be asked to leave. If the person responsible cannot be found, their cluband/or DHA will be held to account.

Intoxicated persons will be asked to leave the centre.

Fighting is prohibited.

Hitting of hockey balls is not permitted on the concrete pathway or near the BBQ, including the grass. Hockey balls shall only be hit on the 3 turfs provided.

Bike riding and skateboard riding is strictly prohibited.

Bringing alcohol into the centre is not permitted. Any person found doing this will be asked to leave the centre.  This contravenes the Liquor Commission’s licensing regulations.

MARRARA HOCKEY CENTRE CODE OF CONDUCT

 Persons entering the Marrara Hockey Centre agree to abide by the Centre’s CODE OF CONDUCT.  Failure to abide by the following Code of Conduct may result in removal from the Centre: The following behaviour may result in a ban of up to 24 months

  • Use of derogatory language on race or gender;
  • Swearing, foul and abusive language; and
  • Intoxication

Patrons initiating or involved in any of the following behaviour may be evicted from the Centre for a period of up to and including a lifeban.

  • Violence or physical force against another patron;
  • Abuse of NTHA Staff;
  • Wanton destruction of Marrara Centre property.

The Marrara Hockey Centre is a public place and normally accepted public manners and morality is expected for all patrons.  We ask that you please help make the Marrara Hockey Centre a place, which can be enjoyed by the whole family.
